Conceptual Study of the Efforts to against of Paedophilia Behaviour through the Development of Marketing Learning Material Education in Elementary School in Medan City

Every child shall have the right to survive, grow and develop hall be entitled to protection from violence and discrimination as mandated in the 1945 Constitution of the State of the Republic of Indonesia; that the child as a bud, the potential, and the younger generation of successors of the ideals of the nation's struggle have strategic roles, characteristics, and special traits that must be protected from all forms of inhumane treatment resulting in human rights violations. Children occupy the most important composition for the continuity of development of this Country, so it should be that all forms of deviant treatment done to children should be prevented as early as possible. A container to fill it all is through formal education. Because most of the affective space in the child is filled through education in school. Is not more half the time the child is under the guidance of the teacher? Observing the disparity of a very heart-wrenching phenomenon, with the rampant deviation of sex that many befall children at an early age, or so-called pedophilia behavior, certainly we cannot let it. The last three years cases of violence against children have increased sharply. Based on existing data on KPAI, in 2015 cases of pedophilia in Indonesia was the highest in Asia, i.e. as many as 329 cases or 14.46% of all existing criminal cases. We must have an attitude, in the form of a reaction or response to the stimulus of pedophilia behavior. We have to do something, if we do not want our children to be sexually assaulted and end up long to the gloom of their future. That attitude cannot be directly seen, because the response to resistance to pedophilia can not necessarily be immediate. It needs a long and persistent process. Attitude clearly shows the connotation of the conformity of the reaction to the behaviors displayed. In preparing students to face a moral dilemma and morals, what must be done is to move the intellectual and affective through the activities of thinking that are critical, analytical, synthetic, and evaluative. Departing from this condition, the researchers think that it is needed, formulated a development of teaching materials for sex education for elementary school children, in anticipation of early pedophilia behavior in the city of Medan. This teaching material will complement the teaching materials on civic education in elementary school, which has been dominated by knowledge elements. The teaching content that will be generated in this research is in the form of a citizenship education package book, as a companion material on a citizenship textbook that has been used by elementary school students at 10-12 years old group.
