Before development order of a housing estates could be granted, the housing developers must comply with few laws through various federal and states’ legislations to ensure the sustainable development of the housing estates which will not bring negative impact to the environment, public and residents. Assuming all the procedures have been complied strictly, there should not be an issue of flood and its disaster. The problem that arises is why are there still many housing estates that have been given legal approval for development still affected by flood issue? Thus, the researchers employ a legal research approach, where the researchers examined available primary data from available statutes. Literally, the researchers have also been using secondary sources by using library based and online research for example publication of primary literatures while qualitative research methodology is used to do in-depth research on the issue. The Malaysian government has implemented several laws and policies aimed at preventing and mitigating the impacts of floods. However, despite the existing legal framework, Malaysia continues to face significant challenges in preventing and mitigating floods, including urbanisation and land use, climate change and inter-agency coordination. Urban flooding can lead to significant economic losses and displacement, challenging the sustainability of cities. While the existing laws provide a sturdy foundation, challenges such as urbanisation, climate change, and inter-agency coordination need to be addressed to improve the country’s resilience to floods. In terms of research methodology, it makes use of jurisprudence analysis, comparative method and literature review method to discuss the difficulties that exist in the theoretical cognition, practical operation and system articulation in the integration of the both. The main problems include the definition of interests is unclear, the role of subjective measurement is large, and the system articulation is not fluent. In view of the above problems, this paper provides a series of solutions, including precise definition of the concept of interest, the development of objective measurement standards, and the improvement of the legal system connection etc.. Enabling artificial intelligence is an artificial intelligence technology that can give new capabilities and advantages to other fields, systems or individuals. Enabling artificial intelligence builds a solid foundation for the transformation of traditional legal education, and the ‘law +’ education model is based on the concept of discipline crossover, to carry out interdisciplinary fusion of law and sociology, economics, computer science and other disciplines, and to broaden the horizons of legal research and application. At present, China's development presents the problem of imbalance between regional economic development and the distribution of educational resources. In order to solve the problem of uneven distribution of educational resources under the uncoordinated regional development, and to better promote the new development model of ‘law +’ education, the author conducts a systematic analysis through the method of literature research, inductive summarisation, factor analysis and comparative method.
